Description
This Bill establishes Kāinga Ora – Homes and Communities, a Crown agency which will replace Housing New Zealand as the managing agency of state housing in New Zealand. The remit of Kāinga Ora – Homes and Communities is expanded to include urban design and community planning for public housing neighbourhoods, ensuring homes are well-connected to amenities, services, public transit links and green space. The Bill’s principles for healthy, warm and safe housing aligns with the RACP’s recommendations in #MakeItTheNorm.

The Bill seeks to apply stricter criteria to the providers of high-cost payday lenders. These companies charge exorbitant interest rates on short term loans, trapping people in debt spirals and contributing to poor health outcomes. As part of our ongoing #MakeItTheNorm campaign for health equity, The RACP calls for legislation which prevents these companies targeting vulnerable communities.

Description
As part of New Zealand’s response to climate change, this Bill establishes a target of net zero emissions by 2050, as part of mitigation and adaptation strategies to allow for average global increase of no more than 1.5 degrees Celsius. The RACP calls for stronger emissions targets and for the Bill to centre health, recognising that action on climate change will have direct and indirect health benefits.
